HSAs and Cadillac Tax
The looming Cadillac Tax, with implementation now delayed from 2018 to 2020, has driven many employers to embrace lower cost HSA plans and accounts in recent years. But the potential inclusion of HSA contributions into the Cadillac Tax calculation has raised uncertainty as to whether or not HSA plans will be affected – the answer may surprise you. Our analysis found that regulatory uncertainty is causing employers with plan costs close to the Excise Tax threshold to eliminate payroll contributions to HSAs in order to avoid incurring excise tax liability, even though many HSA-qualified plans will likely avoid the tax for years.
HSA Consulting Services offers custom projects to help employers and brokers assess the risk of Cadillac Tax with their HSA plans by customizing model growth assumptions and making strategic recommendations.
